The new experimental Theora codec (native support in Firefox, Opera and Safari) can
be, in some cases, better than x264 at 128 kbits and higher.

Of course it’s not native in IE, otherwise I’d select it as a good FLV replacement.
As soon as IE supports it, support for Theora will be higher than Flash.
Of course, I suspect it was encoded in H264 using the default settings, but with custom settings in Theora. Why am I so skeptical?

Daily Motion and Wikipedia now use theora/ogg and the video tag in browsers that support it instead of using flash:
